Yes, it is definitely possible (and has been done) to implement standards like HL7 and profiles like IHE in solutions aligned with the architectural guidance provided by the Connected Health Framework. In fact, promoting the service-oriented approach, platform independence, and use of standards, is one of the main principles of the CHF Architecture Blueprint.
Microsoft has contributed the Web services profile for HL7, and the IHE XDS.b specification and reference implementation. All these are elements of what we call Microsoft Connected Health Platform -- which goes beyond the generic platfrm- and vendor-agnostic guidance in the CHF Architecture Blueprint (which we like to keep that way) -- to offer practical guidance and reusable components for implementing elements of eHealth solutions (using Microsoft platform and products). Currently, we have published:
· Health Connection Engine (http://www.codeplex.com/HCE) -- reference implementation of a generic integration connector (including code)
· Microsoft Health Common User Interface (http://www.mscui.net/) – design guidance and controls for healthcare application developers
· IHE Cross-Enterprise Document Sharing-b (XDS.b) (http://www.codeplex.com/ihe) – reference implementation of the IHE XDS.b integration profile for the Document Registry and Document Repository actors
